Quarterly targets and per-quarter actuals drive the Variance and Progress cells; the Annual row is the read-only aggregate. Numbers picked to mirror the OPFlow /en/commercial/targets baseline (mid-fiscal-year run with Q1 ahead, Q2 on track, Q3 mid-quarter and trailing, Q4 not yet started) so the Variance / Progress / Pacing renderers all have a plausible mix of states to exercise.
