Renders the Schedule grid with no rows - the state the OPFlow Ops page lands on before the dispatcher's saved query resolves - while keeping the full toolbar live: a custom search placeholder, the date filter, and working "Publish Schedule" and "+ Add Project to Schedule" handlers. It demonstrates that the page is operable and buildable even with an empty dataset.
