Flagship tour of `XWUIHrExpensePolicyPage`: the sandbox-loaded reimbursement-rule grid (department tags, status pill, per-row publish toggle) in English, the Arabic (RTL) locale swap, a constrained and centered layout, and a compact embed with breadcrumbs hidden. All four sections load from the same in-memory sandbox `hrApi`, no network calls.
