Constructs `XWUIHrViolationsPage` in `#app` with `{ title: 'Violations', description }` data and `{ hrApiOptions: { env: 'sandbox' }, locale: 'en' }` config; the page calls `listViolations()` and renders the Employee/Category/Status columns.
