Constructs `XWUIHrWorkAuthorizationPage` in `#app` with `{ title: 'Work Authorization', description }` data and `{ hrApiOptions: { env: 'sandbox' }, locale: 'en' }` config; the page calls `listCompliance()` and renders the Employee/Type/Status/Expiry columns.
