A standalone Purchasing Super-app shell. Lands on the synthesized KPI dashboard (Open POs, Spend MTD, Avg. Lead Time, On-time %); every other sidebar leaf opens an XWUIEmpty placeholder until the real `industry/purchasing/` components are built.
